API Property Change Not Replicating (Doc ID 2781522.1)

Symptoms

I a SaaS environment a property was changed:

"name": "ohi.claimevent.endpoint.request",
"value": "https://ohidev.company.com/sitOHIEventHandler"

A subsequent event created a technical error with HTTP 404. The log shows:

"eventDoc": "{\"timestamp\":\"2021-05-25T15:56:16.807-04:00\",\"@version\":\"1\",\"message\":\"ClaimsEventClient - Failed to send request. Response: InboundJaxrsResponse{context=ClientResponse{method=POST, uri=https://ohidev.company.com/OHIEventHandler, status=404, reason=Not Found}}

It appears the property change was not replicated to all cluster nodes.  I.e. the property value was changed to ""https://ohidev.company.com/sitOHIEventHandler" from "https://ohidev.company.com/OHIEventHandler" but the initial value persists as seen in the technical error.
