Goal

Oracle E-Business Suite (EBS) application instance cannot be accessible with an IP address needs to be accessed the instance via hostname (with domain name) as part of the EBS configuration to access EBS application URL. This is not an Oracle Cloud Infrastructure restriction, since EBS application URL doesn't work with an IP address instead EBS application URL needs to be configured with a hostname before accessing.

Usually, Connect to the URL of the EBS instance from the windows client is achieved by registering the web entry hostname and domain hosts file (usually host file will be located at %SystemRoot%\System32\drivers\etc\hosts e.g C:\Windows\System32\drivers\etc\hosts ):

Provision a New Oracle E-Business Suite Installation on a Single Node on Oracle Cloud Infrastructure (Document 2764690.1) refer to "3.7 Update Local Hosts File on Your Client Machine". But editing hosts file for the mobile client may not be possible mostly.
