ORA-02291 Database Error While Creating New Enterprise In Argus Global Home Page (Doc ID 2782005.1)

Oracle Argus Safety - Version 8.2.3 and later
Microsoft Windows x64 (64-bit)

Symptoms

User unable to create new enterprises and receive following error:

"New Enterprise Setup has been cancelled due to internal database error. Please contact your system administrator." See below screenshot.

 

 

Also, following error was observed in Utilities -> Logs -> View Error Log screen :

 

ORA-02291: integrity constraint (ESM_OWNER.FK_CCR_VAL_ID) violated - parent key not found
Error in processing CFG_CONFORMANCE_RULES. ERROR BACKTRACE ORA-06512: at "ARGUS_APP.PKG_SETUP_NEW_ENTERPRISE", line 1413
