On : 11.13.21.01.0 version, Authoring
ACTUAL BEHAVIOR
---------------
Unable to successfully create "fulfillment line" in contract
Having an existing contract in Active Status.
Navigate to fulfillment lines > create agreement > run the ESS jobs (Import blanket agreement, Track Purchasing Activity)
When navigating back to the Contract to verify status it says "Agreement Creation Failed"
EXPECTED BEHAVIOR
-----------------------
Agreement Creation should be completed.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to fulfillment lines
2. create agreement
3. run the ESS jobs (Import blanket agreement, Track Purchasing Activity)
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot complete Agreement Creation.
