Symptoms
On : 11.13.21.01.0, Process Receivables Payments
When attempting to create and add a credit card token from Sales Order form, the following error occurs.

Tokenization failed server DECLINED*=
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup Cybersource integration for token creation
2. Go to Order Management --> Create Sales Order
3. Create a Sales Order
4. Go to Payment Details and click on Add Credit Card
5. In Cybersource HOP page, enter card details and submit. Error will be displayed
