Symptoms

ACTUAL BEHAVIOR
  'Create Noncatalog Request' does not add the line to cart.

EXPECTED BEHAVIOR
-----------------------
 'Create Noncatalog Request' should add the line to cart, irrespective of the page edit on 'Enter Requisitions Line'

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Make the 'Agreement' Column on the 'Enter Requisitions Line', UI, Mandatory using page edit
2. Agreement columns works as expected
3. After the page edit is, navigate 'Create Noncatalog Request' does not add the line to cart.
 
BUSINESS IMPACT

Due to this issue, users cannot 'Create Noncatalog Request' does not add the line to cart.
