Unable To Unpublish Or Delete A Site "Unable to unpublish the site. 'path:/Sites/UserPortal/publish' is not a folder." Error Message (Doc ID 2783159.1)

Symptoms

Enabling Secure Site (authsite) hangs for the site. Error messages "Unable to unpublish the site. 'path:/Sites/UserPortal/publish' is not a folder." and "Can't delete site 'UserPortal'. Its channel still has published items." are seen in the UI. If attempting to bring the site online the site is completely blank and the following error is seen: "Could not process 'finalize' task item 'UserPortal'. Failed to create folder 'content' in 'path:/Sites/UserPortal/publish'."
