TCB: Net-Change "Compute" Fails with Error about running Setup or Initial Load, but Net-Change Setup Does Not Fix It.

Symptoms
One or both of the following problems occur in TCB:
-- A recurring TCB Candidate net-change fails with the following error:
- The search field on the entity 'Candidate' has been changed. Please use the initial load to restart a new net change database.
-- A recurring TCB User net-change fails with the following error:
- You must run the Netchange Setup before to run the Netchange Computation for the entity User because the Netchange database structure has changed since the build version: tccnetchange.<build info>
Both of the above error messages mean that the relevant job's net-change "Setup" must be run to build a new net-change database (repository). For more info about setup, please refer to: TCC: Net-Change Setup Description (Doc ID 2163750.1) )
>> The problem persists even after the net-change setup is run.
This KM document does not apply if either of the following is true:
- The error is happening with TCC, not TCB.
- The TCB job's net-change Setup fixes the problem.
