Symptoms

When launching configuration via a URL and including the parameter _has_jet_access=true, a configuration flow does not load array sets correctly. This occurs only when JET UI has not been enabled for the product family the configuration flow is a part of. If JET access is enabled for the product family, this issue does not occur.
