Unable To Create A second Purchase Order From Purchasing Contracts (Doc ID 2783824.1)

When attempting to Active the contract the following error occurs.

ERROR
-----------------------
The total amount of all contractual fulfillment lines that you procure for a contract line must be less than or equal to the contract line amount. (OKC-195213)


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Created a contract with 1 line
2. Created a fulfillment 1 with line 1-150 amount
3. Submitted for approval
4. Coming to fulfillment and create a purchase order from action
5. PO has created with incomplete status
6. Go to PO and change the amount to 50
7. Submit PO and approve
8. Come back to the contract and see that the PO amount has changed to 50 , but the line amount remains 150
9. Select the fulfillment line to create PO for the remaining amount
10. Get error: The total amount of all contractual fulfillment lines that you procure for a contract line must be less than or equal to the contract line amount. (OKC-195213)
