OCI Console Access Not Allowed For Non Administrator Users - Failed to Load Terms and Conditions (Doc ID 2783902.1)

Symptoms

After PAYGO upgrade from trial on Oracle Cloud Program, when a user (either IAM or IDCS) attempts to login to the OCI console, access is not allowed to non-administrator users does not have some policy concerned the root tenancy and the user is automatically logged out. We must grant access to these users  limited use in a specific compartment.

Changes

 SE managed trials once upgraded with the customer's administrator to PAYGO will result in non-administrator users to miss access to the paymentMethodRegistration API. This causes the Failed to Load Terms and Conditions error and in consequence the logout from the Console.
