Symptoms
When attempting to move New Item Lines to a new NIR, the following error occurs.

ORA-31011: XML parsing failed ORA-19213: error occurred in XML processing at lines 516 LPX-00217: invalid character 27 (U+001B) ORA-06512: at "SYS.XMLTYPE", line 5 ORA-06512: at "FA_FUSION_SOAINFRA.EDN_INTERNAL_PUBLISH_EVENT", line 4
STEPS

The issue can be reproduced at will with the following steps:
1. Go to Product Management and search for the NIR with Manage New Item Requests UI
2. Move the New Item Lines to a new NIR
3. Scroll down and click the Save and Edit button
