Why Dragging 'Percent Complete' Of A Task Having Value Of 100% To Few Below Does Not Show System Date? (Doc ID 2784244.1)

Goal

In Project Execution management, when we manually enter, 'Percent complete' as 100%, the system introduces 'Actual Start' and 'Actual Finish' as the system date. However when we drag this value(100%)of this task, to further tasks below, the dates of 'Start' and 'Finish' of each of these tasks appears on the 'Actual Start' and 'Actual Finish' correspondingly. Isn't the 'Actual Start' and 'Actual Finish' supposed to show system date since the 'Percent Complete' has value of 100%.
