CCB SP ID Is Not Getting Created Through D1-InitialSyncRequestSP (Doc ID 2784311.1)

Symptoms

CCB SP ID is not getting created through D1-InitialSyncRequestSP Sync.

STEPS
-----------------------
The issue can be reproduced with the following steps:

1. Submit IWS to hit D1-InitialSyncRequestSP Sync.
2. D1_SP will get created from Sync using X1D-ServicePoint BO.
3. But CI_SP should be created automatically whenever D1_SP is created using X1D-ServicePoint BO.

Expected Behavior: MDM and CCB SP's should be created as part of X1D-ServicePoint.

We tried Invoking X1D-ServicePoint BO for adding new SP, In this case both CCB and MDM SP's got created as expected
