Logos/Images Added To The BIP Learning Workflow Notification Templates Are Not Displaying

Symptoms
Logos/images do not appear in Learning Approval notifications.
The issue can be reproduced with the following steps:
1. Log in to environment
2. Access OTBI
3. Navigate to Shared Folders > Custom > Human Capital Management > Workflow Notifications
4. Click Edit on the 'LearningItemApprovalReport'
5. Click Edit on the template to download it
6. Add either of the following tags anywhere below the call to the Workflow Notification Subtemplate:
7. Save and re-upload the template, replacing the previous copy
8. In the Learning module, create a new learning item and submit it for approval
9. The notification sent via email and in the bell icon will not contain either of the two logos
