Some Storefront ccappagent APIs May Return Unexpected Error

Symptoms
A way to avoid storefront depending on admin server is for storefront to call new ccappagent APIs against storefront instead of agent APIs against admin server. However, some ccappagent APIs may return error. For instance POST /ccappagent/v1/orders for pricing order or submitting order may return following error:
The error message may not reflect the actual issue as the shipping method is valid.
