RIB Is Not Processing Transfer Receipt Message (Doc ID 2784666.1)

Symptoms

The Transfer receipt message was found in RIB log but did not get processed and there is no error in RIB hospital

Note second receipt not processed in RMS after shipment reconciled with first receipt).

Steps To Recreate:
1. Create 2 transfers. 2 item each.
2. Ship both transfers in same ASN. Item per container. (30/32 is posted)
3.  Process first receipt with 1 carton of 1 item in both transfers (carton which are not received gets reconciled, corresponding tran_data is posted)
4. Send 2nd receipt with rest of the cartons (nothing happens in RMS or RIB)
