Line Manager changing from job requisition and offer when Moving to HR

The Job Requisition is created with the correct supervisor as hiring manager but once the candidate is "Moved to HR", the line manager is changed to the department head without any warning or confirmation.
(Example : Office manager is set as hiring manager for students, once the student is Moved to HR, the line manager becomes the Vice President of Department).

EXPECTED BEHAVIOR

The line manager should not change from the hiring manager to the department head and should remain as the hiring manager.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Job Application > Hiring Manager = Smith
2. Onboarding > Department Head = Jones
3. During hiring, line manager is changed to the department head
