Fusion Time And Labor: Multiple Time Attribute Time Card Field Shows Blanks (Doc ID 2784900.1)

Goal

Facing the issue where Multiple attribute time card field is not displaying the list of values.

1) Create Multiple attribute time card field
2) Added the field to layout set
3) Trying to access and enter timecard. Payroll element list shows blank thought the set up is correct.

Already in the Layout Set Department Custom Time Field is there and it is using value set with Assignment ID to get the department values.
