Primavera Cloud User Can Only See the Synchronizations and Monitoring Tabs in Primavera Gateway (Doc ID 2785486.1)

Symptoms

Primavera Cloud user can only see the Synchronizations and Monitoring tabs in Gateway even though all permissions are given in Primavera Administration. It is expected that the Data Dictionary, Flow Type and Configuration tabs should also be visible.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Primavera Administration
2. Give the user the following permissions:
  Primavera Gateway Production Administrator
  Primavera Gateway Production
  Primavera Gateway Developer
  Primavera Gateway User
  Primavera Gateway User (Limited Access)
