ACTUAL BEHAVIOR

After 21B update some buyers are receiving different notifications as:
Subject: FYI: Communicate Purchase Order(PO 12345,2021-05-24) is FAILED
EXPECTED BEHAVIOR

These notifications should not be triggered after 21B upgrade
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Apply 21 B in POD
2. Observe how buyers receive these notifications
