Goal
This is one scenario where OCI is not automatically federated with IDCS.
OCI not federated with IDCS after applications, such as ERP, HCM, etc, were provisioned / migrated from an existing OCI account into a new OCI account.
In this case only OCI was purchased as part of the integration process.
