Work Order Type "Partial Allocation" Setting Fails (Doc ID 2786900.1)

Symptoms

On : 21.1 version, Core Product Functionality.

ACTUAL BEHAVIOR
---------------
Work Order Type "Partial Allocation" setting fails .

When the Work Order Type "Partial Allocation" field is set to "No" work orders will still be taken to a "Partly Allocated" status.

EXPECTED BEHAVIOR
-----------------------
Expectation is that the Work Order would be left in "Created" status instead.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Work Order WO1 (Work Order Type W3) calls for 21 units to be created.
2. W3 Work Order Type "Partial Allocation" flag is set to "No."
3. Only 15 units of one component are available. WMS allocates 15 of each component item and the Work Order goes to "Partly Allocated" status.
