Symptoms

DSD messages From SIM are failing in RIB-RMS with the below error.

Error ORA-14450: attempt to access a transactional temp table already in use returned by program unit DEAL_ORD_LIB_SQL.INSERT_L10N_DOC_DETAILS_GTT

Steps to reproduce:
----------------------
1. Send a DSD receipt mesage from SIM to RMS.
2. Note the messages fail with above error in RIB-RMS.
