ACTUAL BEHAVIOR

When the user navigates to the view requisition lines area the Procurement BU LOV is blank
EXPECTED BEHAVIOR

Expect the user to see the procurement BU's to choose from in the LOV
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to view requisition lines
2. Observe that the Procurement BU's LOV is blank
