Symptoms

WAC calculation is incorrect for item - location combination is in discontinued status.

Steps to recreate:
1) Item location is in discontinued status
2) Create and ship the transfer
3) Destination WAC got updated to NULL even when TRAN_DATA posted with correct cost values
