Goal

This issue is occurring as a result of the Time Entry Rule that contains that particular Formula.  
1. Removed the Time rule containing the Formula in question from the Time Rule Set and removed the Time Rule Set from the Worker Time Processing Profile.  There was no error, since the Time Rule and attached formula was removed.
2. Added the Time Rule and Formula to a different Time Rules Set with no other Rules or Formulas and attached it to the Worker Time Processing Profile.  The Rule and Formula once again failed on Save and Submit.
3. Took the original Time Rule Set and removed the questionable Time Rule and Formula.  All rules within that set fired (executed) without error.
4. Business requirement is to apply the customization in the FF to execute on the Time Entry, each time we apply the FF we hit the following error:
