Item Location Update Using Data Conversion Requires Primary Supplier and Country (Doc ID 2790218.1)

Updating ITEM_LOC using the Data Conversion tool ends up in error with 'Invalid value' for PRIMARY_SUPP and PRIMARY_CNTRY for the regular non-orderable item (which is not consignment nor concession item).

Steps to reproduce

Using the Data Conversion tool
1. Create a Regular Non-orderable Item (not consignment nor concession).
2. Range the non-orderable item to stores.
3. Update selling unit retail.
3a. You will get "Invalid value." for the primary_supp for being .
3b. You will get "Invalid value." for the primary_cntry for being .
