FBDI For Customer Is Not Storing Party Attributes in HZ_PARTIES Table (Doc ID 2790331.1)

Symptoms

ACTUAL BEHAVIOR
---------------
The customers are created using the FBDI template.
The descriptive segments which are passed through FBDI template are not getting populated in the hz_parties table.

EXPECTED BEHAVIOR
-----------------------
Expect the DFF segments to be populated for those customers created with teh FBDI file

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Receivables > Billing > Customers > Manage Data Import
2. Create a Batch > Populat edata in the FBDI File > generate the csv > load the file with Import Trading Community Data in Bulk
3. Run the ESS job "Import Bulk Customer Data"
