VNC Unable to Connect to ODI on MP After Outage

Symptoms
After an outage, the Oracle Data Integrator (ODI) on Marketplace instance is up, however, it cannot be accessed using a Virtual Network Computing (VNC) connection. The connection attempts fail.
When connecting through SSH to restart the VNC server, there is an error referencing a temporary location, such as "/tmp/.X11-unix/Xn".
