How to create standalone (on-account) Credit Memo via webservice?

How to create standalone (on-account) Credit Memo via webservice? Tried using https://fa-servername-saasfaprod1.fa.ocs.oraclecloud.com:443/fscmService/CreditMemoService?WSDL, does not work without invoice id.
