Clearing All Caches After Rate Uploads Cause Menu To Not Display [Blue Screen] When Switching User Roles Or the User is Locked Out of OTM with Error "A connection to the server could not be established: null (user=DOMAIN.USERID)" (Doc ID 2790737.1)

Symptoms

When users switch roles only a blue screen appears.

Furthermore,

1 - When users toggles to new role, in addition to no menu being displayed [blue screen] the Settings & Actions > User Details and System Details sections are blank.

2 - If users log out while in the new role, the user gets locked out of OTM.  This error is displayed when trying to log in:

"A connection to the server could not be established: null (user=DOMAIN.USERID)"
