Incorrect StoreCre Generated From RMS (Doc ID 2791238.1)

Symptoms

RMS is generating incorrect StoreDesc xml with duplicate AddrDesc for each type of addr_type (01, 02) when Store have CFA associated to it.

Such StoreCre messages are failing in RIB-OCDS hospital with message: Exception calling inject.
