Symptoms
An Application Extension cannot be created in Visual Builder when Fusion Apps (FA) instance is set to be accessed only by an allowlist.
When clicking the "Edit Pages in Visual Builder" link, Visual Builder Studio (VBS) seems to open the workspace associated with the FA sandbox (or creates it if you don’t have one), but returns "HTTP 500 Internal server Error."
