Symptoms
When attempting to run Payroll, the following error occurs.

The issue can be reproducednwith the following steps:
1. Configure Standard Earnings element with China Standard Rate Conversion Periodicity rule.
2. Run Calculate Payroll.
3. Payroll fails with the above message.
