Transactions Not Changing To Credited State Even After Running "Run All Transaction Process" (Doc ID 2792695.1)

Symptoms

Transactions are not changing to Credited status even after running "Run all Transaction process".  It remains in New status.

STEPS
1. Import Transaction and it had Collection Error status because Event Date (eg. 12/01/0020 - year 0020) is not in open period
2. Correct the Event Date and reimport the transaction and confirm the Event Date ( eg. 12/01/2020 - year 2020) is correct
3. Submit Run All Transaction Processes jobset with date range 12/1/2020 to 12/31/2020
4. Review the transaction in Manage Transactions and still see the status as New
