Symptoms

Data level security filtering not working in Item Location Screen.

Steps to reproduce:
-------------------------
1. Login as user who has access to stores under chain 2 for e.g.
2. Open an item via Manage Items screen, which is ranged to both the stores in chain 1 and chain 2.
3. Navigate to Item Loc screen.
4. Note the user can view and edit the data for store under chain 1 to which he does not have access.
