Planning Cloud: Cannot Navigate to a Dashboard From the Action Menus

Symptoms
Created an Action Menu that can redirect users from a form to an existing Dashboard, but it doesn't work. The Action Menu fails to show up in the right-click option.
Reproduce Steps:
1. Create an new Action Menu "Navigate to Dashboard"
2. Add Child and select "Dashboard" in Type, then save
3. Open form "test" and click on "Other Options" tab
4. Select Menu "Navigate to Dashboard" and save
5. Navigator > Data > open form "test"
6. Right click on cell
7. Dashboard Action Menu doesn't show up
