'Waiting Penalty' on DayDuration Rate Service Is Making Shipment Infeasible (Doc ID 2793194.1)

Symptoms

'Waiting Penalty' on DayDuration Rate Service is making shipment infeasible.

Example:

Order Release: XXX
EPD = 31/05/2021
LPD = blank
EDD = 04/06/2021
LDD = 04/06/2021

Rate Service: XXX
Waiting penalty = 1.00 USD
Service Days = 1 Day

In the Locations Calendars
03/06/2021 is public holiday

Planning Parameter Set: XXX

MINIMIZE WAIT TIME IN SERVICE TIME CALCULATION = TRUE
HOLD AS LATE AS POSSIBLE = FALSE

Planning works with
MINIMIZE WAIT TIME IN SERVICE TIME CALCULATION = TRUE
HOLD AS LATE AS POSSIBLE = FALSE
Waiting penalty = 0.00 USD

START DATE of the shipment will be ... according to the source location calendar
31/05/2021 03:00 PM

END DATE of the shipment will be ... according to the Rate Service Calendar and order release delivery date
04/06/2021 02:00 PM

There is 3D wait time on stop 2

The issue is ....
Planning fails with (This only happens when 03/06/2021 is public holiday)
MINIMIZE WAIT TIME IN SERVICE TIME CALCULATION = TRUE
HOLD AS LATE AS POSSIBLE = FALSE
Waiting penalty = 1.00 USD

OTM does not push the START DATE of the shipment automatically to 02/06/2021 as (MINIMIZE WAIT TIME IN SERVICE TIME CALCULATION = TRUE) to minimize the wait time.

Note:
In this case, OTM pushes the START DATE of the shipment automatically to 02/06/2021 and able to create a feasible shipment.
