Filters in NDA Periodic Report is not working (Doc ID 2793491.1)

Symptoms

When selecting filter such as "Author Created" for a user under Reports -> Periodic Reports -> NDA, it is not displaying any records although there are some existing reports authored by the same user. Works fine when we filter for other users.
