Goal
Requirement for a Requester, when initiating a PO (Purchase Order) Change Order from the Self Service Procurement Page, to be able to add lines. Currently a Requester can only modify existing lines.
Also, when a Supplier initiates a Change Order in the Supplier Portal, they are not able to add new lines, yet when a Buyer initiates the PO Change Order, they are able to add new lines.
