On : 11.13.21.01.0 version, Goal Management

Error due to Goals DFF while trying to Complete and/or Share & Release Performance Documents

The customer has enabled context-sensitive Goals DFF to capture additional info for an anytime performance document.
Now, the customer no longer is using the anytime document and as disabled the Goals DFF.
Now when Managers/Admins are trying to complete the performance documents for workers, the customer is getting an error message.

STEPS

The issue can be reproduced at will with the following steps:
1. Disable Goal DFF
2. HR Specialist/Line Manager tries to complete employee evaluation
3. Error

The issue has the following business impact:
Due to this issue, users cannot complete the performance evaluation of their employees.
