Duplicate Credit Card Payments From Public Sector Permits Portal (Doc ID 2795023.1)

Symptoms

On : 11.13.21.04.0 version, Public Sector Permits

ACTUAL BEHAVIOR
---------------
Credit card payments by public users in public sector permits portal are resulting in duplicate authorizations
Customer attempted to pay a permit and credit card was successfully authorized. However, in PSCR UI, permit still shows as due. Pay button is still active.
If the user clicks Pay and completes the process, it is resulting in duplicate authorization and capture of credit card payment

EXPECTED BEHAVIOR
-----------------------
Expect the PSCR UI to reflect successful payment and not allow duplicate payment

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into Public Sector Compliance & Regulation Permit portal
2. Select your permit. It shows Payment as due
3. Click on Pay button to process payment
4. After the payment is successfully processed in Cybersource, it still shows as due in Oracle and Pay button is still active.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, user card is authorized more than once
