Partner Contact Users Are Unable To Access OpportunityResource Object

Symptoms
A Partner Contact user is trying to set the Member function code through groovy script.
Customer found that opportunityRsource object or field 'OwnerResourcePartyId' is not available (basically null) when the opportunity is created but is available only when Opportunity is updated.
But same record and field is available when updating the opportunity.
