Getting Error While Changing Enrollment Status From Draft To Pending (Doc ID 2795370.1)

Symptoms

ACTUAL BEHAVIOR

Customer wrote a groovy script to change to Enrollment status to "PENDING" on After Create trigger.
Then Create layout is getting blank and when change the trigger to Before Insert then is getting error that you can't change status from Draft to Pending Approval.

ERROR RECEIVED
-------------------
"You can't change status from Draft to Pending Approval"

EXPECTED BEHAVIOR
----------------
Customer wants to create one Partner Program Enrollment with pending approval status.
