Goal

When HR User submits a Termination, they can monitor the progress from banner "Approval in progress. See how it's going.."
This HR user can click on the link "See how it's going" and see complete transaction details.

However, if any other HR user attempts same flow, they get a banner "Approvals are in progress. Info is locked." without any link.
So, only initiator is allowed to check the progress.

Is there a way for other HR to get track approval history?
