Access To Application Not Showing In User Access Tab - Access Tab is blank

Symptoms
This is under Admin Console -> Users -> Details for single user -> Access page.
Admins are unable to view the access page for any user. It shows up blank. Checked API calls for this page, and doesn't seem like we are making an API call to fetch the Apps.
An API call to applications that is usually made when we navigate to the Users -> Access page in Admin console. However, we don't see any calls to Apps being made.
Changes
If the logged-in user has "User Manager" role and or/HelpDesk Admin role in IDCS, this "Access" tab content is not visible from UI.
If assigned to an Identity Domain Administrator, then that role/s needs to be unassigned for that logged-in user.
This can be validated and action from the Admin Console UI menu => "Security left navigation panel -> Administrators -> User Manager
