Symptoms

Problem Description:

When performing a Move to HR for a candidate, a warning is received indicating that the candidate has a potential duplicate:

Warning 

The candidate <candidate name> was moved to HR.
There was a processing problem that HR will resolve. You
can open the candidate's offer to see any errors. 

We found a possible duplicate of this candidate (IRC-1590693). 

The requisition is now filled because all of its openings were filled.

 When attempting to merge the candidate with the potential duplicate, the following error is received:

Error 

You can't merge this candidate because the requisition is no
longer active. Reopen the requisition and try again.
