No Contracts Available In "Create Contract Order" Screen

Why are there no contracts available in "Create Contract Order" screen?
Steps To Reproduce:
1. Create a new Contract, of type C e.g. No Plan / No Availability. Enter start and end date (start date = VDATE), items. Make sure that "Orderable" indicator is checked in contract header.
2. Approve the contract.
3. Go to "Orders > Create Contract Order".
4. Note that "Contract" LOV has no values, so it's impossible to create an order.
