RPAS Cloud: Trigger File Successfully Sent; However, Batch Log Shows Still Waiting for Waittrigger File, Why? (Doc ID 2796543.1)

Goal

The batch shows that it is waiting for trigger file; however, both the input file and the <input file>.complete were sent to sftp.  Why is the batch still waiting for the trigger file? 

NOTE: This scenario may also occur when customer is setup to send COMMAND/COMPLETE file after the load files have been sent. Why are the files not getting consumed?
